The promise was visible before the proof. At Expo 2025 Osaka, Kansai, a full-scale Midnight mock-up offered visitors a close look at an aircraft built around one pilot, four passengers, a broad wing and a dozen propellers. Japan’s government says three other electric vertical-takeoff aircraft performed demonstration flights at the Expo. Archer’s did not. Midnight was shown on the ground.
On August 21, 2026, the project moved from display language into regulatory language. Japan’s Ministry of Land, Infrastructure, Transport and Tourism accepted Archer Aviation’s application for a type certificate under the Civil Aeronautics Act. It was the country’s fifth accepted application for an aircraft in the category commonly marketed in Japan as a “flying car.”
“Fifth” is easy to misread. It is not the fifth certified eVTOL, the fifth commercial air taxi or the fifth aircraft cleared to carry passengers. It means five applications have been accepted since 2021. The ministry said it will examine Midnight’s design and manufacturing process as development progresses, working with the U.S. Federal Aviation Administration.
The queue records entry, not finishing order
SkyDrive opened Japan’s eVTOL certification sequence on October 29, 2021, with its SD-05. Joby Aviation’s S4 followed in October 2022. Volocopter’s VC2-1 and Vertical Aerospace’s VX4 entered within five weeks of one another in early 2023. Midnight is the first addition to the list in more than three years.

The ministry’s Midnight announcement identifies the earlier four entries but does not provide a current status for them. It would therefore be wrong to convert the list into “five reviews still active,” “four aircraft already approved,” or a prediction that Archer will finish fifth. Aviation reviews progress according to evidence, design changes, testing and an applicant’s resources—not a ticket dispenser.
The long gap also explains why acceptance matters. An applicant and regulator have moved far enough to begin a formal project around a particular design. That is more substantial than a memorandum of understanding, a rendering or a purchase announcement. It is still several layers away from a fare-paying flight.
A type certificate approves a design, not an air-taxi business
Japan’s type certificate is a national finding about an aircraft type’s design against safety and environmental requirements. The ministry says the review runs alongside development and covers the design and manufacturing process. Compliance is established with controlled articles, analyses, inspections, ground tests, flight tests and documentation—not by demonstrating that one prototype can take off.
Japan separately requires an aircraft to hold a valid airworthiness certificate before it is used for flight, with limited exceptions such as an authorized test flight. For that certificate, the state examines the aircraft’s design, manufacturing process and current condition. A type certificate can allow parts of the individual inspection to be omitted; it does not erase aircraft-level airworthiness.
Operations form another layer. Soracle describes its intended business as eVTOL air transport and labels the necessary permission as planned. A certificate held by Archer would not automatically certify Soracle’s organization, train pilots, approve a maintenance program, energize a charging system or authorize a paid route.
- Application acceptance: the stage Midnight reached on August 21.
- Type certification: regulatory acceptance of the type design under defined conditions and limitations.
- Aircraft airworthiness: approval for each operating aircraft, subject to the applicable Japanese process.
- Operator capability: permission, organization, training, maintenance, dispatch and emergency procedures.
- Places and airspace: approved takeoff and landing sites, charging, access, routes and traffic management.
- A durable service: timetable, fare, booking, ground connections, community acceptance and enough demand.
A type certificate is a design passport, not a boarding pass. Even after the aircraft crosses the border, the operator, every airframe and every route still have work to do.
Why Midnight needs aircraft-specific rules
The FAA calls the M001 a powered-lift aircraft in a special class. It developed a bespoke certification basis because existing airplane and rotorcraft standards did not fully address Midnight’s flight modes, integrated electric engines and propellers.
According to the final FAA criteria, six five-bladed, variable-pitch propellers operate throughout flight. Six additional two-bladed, fixed-pitch propellers are used for vertical and transition modes. The aircraft rises on powered lift, changes configuration as it accelerates, then relies on its wing for lift in forward flight. The transition joins flight regimes that conventional rules had treated separately.
Soracle lists the aircraft at approximately 10 meters long, 15 meters across and four meters high. It gives manufacturer specifications of five seats including the pilot, a maximum speed of 240 kilometers per hour, a 160-kilometer range and 454 kilograms of payload. Those are company figures for the development aircraft—not Japanese certified performance or a promise that a commercial route can use the full range.
Usable range depends on the approved reserves, payload, wind, temperature, battery health, diversion options and operating limitations. A route network cannot be drawn by placing 160-kilometer circles on a map.
The FAA criteria make the less marketable hazards visible. They address system safety, high-voltage propulsion, bird strike, lightning, high-intensity radiated fields, cybersecurity, structures, flight controls and what the aircraft must do after losing commanded thrust. Battery fire propagation, crashworthiness and toxic leakage were raised during the U.S. rulemaking; the FAA said those risks would be handled through the applicable requirements and tailored means of compliance. “Electric” does not make the review simple. It changes what must be demonstrated.
FAA cooperation is not automatic Japanese approval
Archer is based in California, and the FAA established the M001 certification basis. Japan’s announcement explicitly says the Civil Aviation Bureau will cooperate with the FAA as it reviews the design and manufacturing process. Coordinating around one underlying aircraft and one body of test evidence is practical; repeating every test without regard to the primary program would waste time and introduce inconsistency.
But cooperation is not delegation of the Japanese legal decision. MLIT must make its finding under Japan’s Civil Aeronautics Act. The FAA’s own final criteria draw an equally important boundary: the certification basis approves the aircraft design, while operational approval occurs outside the aircraft certification process.
Archer said in May that it had closed Phase 3 of the FAA’s four-phase type-certification process and was moving through Phase 4, where compliance is demonstrated through formal testing and analysis. That is the manufacturer’s progress report; it is not an FAA announcement that a type certificate has been issued.
The company also flew Midnight between Salinas Municipal Airport and Monterey Regional Airport on July 30, completing two approximately nine-minute legs in coordination with the FAA. A piloted airport-to-airport test is meaningful engineering and operational experience. It does not, by itself, establish unrestricted commercial carriage. Nor would a limited U.S. operation under the federal eVTOL Integration Pilot Program be interchangeable with full U.S. certification or Japanese approval.
Soracle’s clock has already moved from 2026 to 2028 or later
Midnight has something several development aircraft lack: a named prospective Japanese operator with major corporate parents. Japan Airlines and Sumitomo Corporation established Soracle as a 50-50 venture in June 2024. In November of that year, Soracle and Archer signed a memorandum to study commercial operations.
The dated promises tell the more useful history. Soracle’s November 2024 release said Archer was targeting an FAA type certificate by the end of 2025 and commercial operations in 2026. It also described an Expo 2025 demonstration operation using Midnight. The American aircraft ultimately appeared at the Expo as a full-scale ground mock-up.
By September 2025, an agreement with Osaka Prefecture and Osaka City framed the objective as implementation from 2027. On August 10, 2026, Soracle delayed the start of commercial operations again, to fiscal 2028 or later. Its brief notice cited a comprehensive judgment that included recent coordination with the aircraft manufacturer. It did not identify a single cause or allocate months of delay among certification, aircraft development, manufacturing, infrastructure or operator preparation.
Japan accepted the type-certificate application eleven days after that postponement. The proximity invites a causal story that the public record does not support. What can be said is narrower and more revealing: at the moment the Japanese review formally began, the prospective operator had already acknowledged that its earlier commercial timetable no longer held.
2018 — Japan establishes its Public-Private Council for the Air Mobility Revolution; Archer is founded in the United States.
October 2021 — Japan accepts the first eVTOL type-certificate application, from SkyDrive.
June 2024 — Japan Airlines and Sumitomo establish Soracle.
November 2024 — Soracle and Archer sign an agreement including purchase rights for up to 100 Midnight aircraft; the release carries a 2026 service target.
July 2025 — A full-scale Midnight mock-up is displayed on the ground at Expo 2025 Osaka, Kansai.
March 2026 — Japan revises its national roadmap to place initial commercial service in limited areas in 2027 or 2028.
August 10, 2026 — Soracle moves its commercial start to fiscal 2028 or later.
August 21, 2026 — Japan accepts Archer’s type-certificate application for the M001.
A right to buy 100 aircraft is not a fleet of 100
Soracle says it holds purchase rights for up to 100 Midnight aircraft and considers the model its leading candidate for operations. Archer valued the potential transaction at up to approximately $500 million when the arrangement was announced in 2024.
The upper limit should not be reported as a firm delivered order. Archer’s announcement contained conditions tied to future definitive agreements and milestones, and warned that the contemplated transaction might not close as described. Public releases do not disclose a firm delivery schedule, final unit price, number of binding aircraft, cancellation rights or how much has been prepaid.
Conditional orderbooks serve a legitimate purpose in pre-certification aerospace. A manufacturer can demonstrate market interest; an operator can reserve access to production without pretending a final aircraft already exists. Trouble begins when the maximum headline number is treated as present capacity.
Archer’s financial scale shows why time and conditions matter. Its quarterly report filed with the U.S. Securities and Exchange Commission lists $1.56 billion in cash, cash equivalents and short-term investments at June 30, 2026. It also reports a $263.2 million net loss for the quarter, says the company has incurred losses since inception and has not generated significant revenue, and expects further losses and higher operating expenses. Those statements do not determine whether Midnight will earn certification. They do establish that certification and manufacturing are capital-intensive undertakings, not a short bridge from reservation to delivery.
Osaka is assembling places to operate, but not yet a published service
Soracle has continued building the ground side of its plan. In March 2026 it signed with Osaka Metro around using the Osaka Port Vertiport as an operating base. Nine days later it announced a lease with Ogawa Air for space at Osaka Heliport, intended as a maintenance base once commercial operations begin. One location would organize flights; the other would support aircraft upkeep.
The company also participates in wider preparations. A Japan Airlines-Sumitomo-Soracle group was selected for Tokyo’s implementation project, which envisages demonstrations and pre-commercial work around waterfront areas, rivers and airport access. Japan’s revised national roadmap now places limited commercial operations in 2027 or 2028, remotely piloted passenger transport in the early 2030s, and partial autonomous operation in the latter half of that decade.
A facility agreement is not a route announcement. As of the certification application, Soracle had not published a firm Midnight passenger route, frequency, fare, booking date, diversion plan or launch day. Its latest company profile still refers to a demonstration flight in the Osaka Bay area during fiscal 2026, but does not state a date, the aircraft that will fly, the legal framework or whether members of the public will ride.
This distinction matters because vertiports are part of a network, not destinations by themselves. A ten-minute flight can lose its advantage if check-in, security, weather cancellations or the last ground connection are slow. The commercial test is not whether an aircraft can cross Osaka Bay. It is whether a door-to-door trip can be operated repeatedly, safely and at a price enough customers will pay.
Quieter than a helicopter is a claim that needs a timetable
Archer says Midnight is designed to be quieter than a conventional helicopter. Twelve smaller propellers and lower tip speeds are part of that engineering proposition. The final community impact, however, is not one decibel reading from one demonstration.
Residents experience cumulative events: departures and arrivals per hour, time of day, route concentration, tonal and low-frequency components, background noise and distance from homes, schools and hospitals. A measurement at cruise altitude cannot stand in for repeated hover and transition near a vertiport.
Electric propulsion likewise eliminates onboard combustion without making an entire journey emission-free. Electricity generation, batteries, aircraft production, replacement cycles and ground access remain. Per-passenger results will depend on load factor and on whether a flight replaces a car, rail trip, helicopter or a trip that would not otherwise occur.
Environmental compliance in the type-certification process is therefore necessary but not sufficient for social acceptance. A credible operating proposal will publish modeled and measured noise by phase of flight, expected daily movements, operating hours, complaint procedures and the circumstances under which routes or schedules change.
The next milestone should be evidence, not another target year
Type certification rarely produces a steady stream of cinematic moments. The consequential work occurs in certification plans, accepted means of compliance, conforming test articles, analyses, laboratory results, flight-test cards, quality systems and operating limitations. When a design changes, some of that work changes with it.

Three questions deserve more attention than the next promotional flight. What limits does the FAA ultimately place on the aircraft, and what additional findings does Japan require? When will Soracle disclose the permissions and operating system behind its planned air-transport business? Will an Osaka demonstration publish reliability, charging turnaround, noise, weather cancellations, ground-transfer time and cost per occupied seat?
Archer’s entry is still consequential. Japan now has a named aircraft developer, a prospective operator backed by two large Japanese companies, proposed operating and maintenance locations, and a formal line connecting the FAA program to the Civil Aviation Bureau. That is a firmer structure than the mock-up visitors saw in 2025.
The accurate headline is correspondingly modest: Japan received the application. Years of eVTOL announcements have been written in future tense—target dates, intended routes, maximum orders and promised quiet. The next phase will be judged in completed tense: criteria met, tests passed, certificates issued, permissions granted, routes published.
Midnight has not entered Japanese passenger service. It has entered Japan’s certification queue. For an aircraft intended to carry people above cities, the queue is not bureaucratic scenery. It is where a manufacturer must show what happens when systems fail, where an operator learns what it may promise, and where a regulator decides the conditions under which the aircraft should not fly.
