A noodle maker wants to triple weekly output while cutting daily production time by three-quarters. A towel importer proposes sending a robot into shipping containers that can exceed 40 degrees Celsius in summer. A warehouse operator plans to more than double the speed of its packing line while moving most of the people now assigned to shipping into other work.
These are not completed productivity gains. They are projections in applications selected for the sixth round of the General Type track in Japan's SME Labor-Saving Investment Subsidy, officially named 中小企業省力化投資補助事業(一般型) in Japanese. The Small and Medium Enterprise Agency announced the results on August 28 after accepting applications from March 13 through May 15.
Of 1,841 applications, 1,176 businesses were chosen as candidates for grant approval. That is a selection rate of about 63.9%, calculated by Japan.co.jp from the published totals. Manufacturing accounted for 51.4% of the selected applicants, followed by construction at 14.6%. Wholesale, transport, healthcare and welfare, lodging, food service and other sectors were also represented.
Geographically, Osaka had the most selected applicants, with 131, followed by Tokyo with 120 and Aichi with 102. Together, the three prefectures accounted for a little more than 30% of the sixth-round total.
Manufacturing dominates, but this is not only a program for large factories
The largest employee group among the selected applicants was businesses with six to 10 workers, at 17.7%. Companies with five or fewer employees accounted for another 12.8%. By capital, the largest group was companies with more than JPY 10 million and no more than JPY 20 million, at 32.7%. Companies capitalized at more than JPY 1 million and no more than JPY 5 million made up 18.6%, while sole proprietors represented 4.9%.
The figures matter because automation is often pictured as a project for industrial groups with engineering departments and large capital budgets. The sixth-round profile is different: many selected businesses are small enough for one bottleneck, one skilled operator or one difficult shift to constrain the entire company.
The most common requested grant range was more than JPY 15 million and no more than JPY 17.5 million, accounting for 17.8% of the selected applications. Standard grant ceilings vary by workforce size. For the rules applying to the sixth round, they run from JPY 7.5 million for businesses with five or fewer workers to JPY 80 million for those with 101 or more. Higher ceilings apply when a business commits to a substantial wage increase, reaching as much as JPY 100 million in the largest employment category.
The General Type is intended for investments designed around a company's own operations. That distinguishes it from the Catalog Order Type, under which eligible businesses choose registered, more standardized products. A General Type applicant may redesign a process, introduce customized machinery or build an integrated system. The policy question is therefore larger than whether a machine is purchased: the plan must show how the investment will raise labor productivity.
A noodle line designed to triple output
One anonymized food-service applicant proposes a large noodle-production line capable of raising weekly capacity from 2,000 noodle portions to 6,000. The plan projects that daily production work will fall from 600 minutes to 150 minutes and that a process now handled by three people can be supervised by one.
The application does not describe the other two workers as redundant. It says they would be reassigned to sales, new-store support and product development. That is the central economic argument behind the program: use machinery to release people from a production bottleneck, then place their time where it can create demand, develop products or support expansion.
Whether that transfer actually produces more revenue or higher pay is not yet known. The Organization for Small & Medium Enterprises and Regional Innovation, JAPAN, known as SMRJ, says its public examples were summarized and edited by the program office. The businesses are unnamed, and the examples do not disclose individual requested grant amounts, equipment suppliers or implementation schedules. The public record therefore does not yet allow an outside reader to test the assumptions behind each projection.
A robot for cargo containers that can exceed 40°C
A wholesaler importing towels plans to introduce an autonomous devanning robot. Devanning is the work of unloading cargo from a container. The proposed machine combines three-dimensional vision with simultaneous localization and mapping, or SLAM, which allows it to estimate its own position while building a map of its surroundings.
The applicant projects that the unloading crew can be reduced from five people to two, with the released workers reassigned to a new logistics base. The application also points to the physical risk of the job: a container can exceed 40°C in summer, and unloading requires workers to lift and move cargo repeatedly in the confined space.
For this type of investment, throughput is only part of the result. The stronger test is whether the machine reduces the time people spend in a hot, physically demanding environment without transferring the risk to maintenance, recovery or other parts of the operation.
A separate transport and warehousing plan would cut the shipping crew from nine to 12 people down to one to three. The present operation handles as many as four lines and 200 packages an hour. With an automatic carton sealer and related equipment, the applicant expects capacity of 500 to 600 packages an hour. The reassigned workers would handle inbound inspection and case shipments.

The numbers and reassignments in the table are summaries of application plans published by the program office, not results measured after installation. Where the official example did not identify an individual workforce destination, the table says so rather than inferring one.
Unattended machining does not eliminate the need for skill
A manufacturer serving aerospace and semiconductor markets proposes a customized horizontal machining center with six automatic pallets. The system is designed to complete as many as seven consecutive machining operations and run unattended for six to seven hours overnight. The applicant ultimately envisions round-the-clock production while reducing heavy physical work and reliance on particular experienced operators.
In construction, an HVAC-related applicant plans to combine a fiber-laser cutter with AI nesting software. Nesting determines how parts should be arranged on sheet material to reduce waste. The plan projects about 1,585 labor hours saved each year, a 10% improvement in material utilization, cutting at 1.5 times the present speed and the near elimination of post-processing work.
Neither investment makes skill disappear. Someone must set operating conditions, judge defects, maintain the equipment, recover from interruptions and redesign the workflow around the machine. If the knowledge now held by an experienced worker is not converted into settings, procedures and training, an expensive system can create a new single point of failure.
The subsidy carries productivity and wage commitments
The program does not treat investment and wages as separate issues. Among the core planning requirements applying to this round are average annual labor-productivity growth of at least 4.0%, average annual growth of at least 3.5% in total payroll per employee, and a workplace minimum wage at least JPY 30 above the applicable prefectural minimum.
Businesses must communicate their wage plans to employees. Failure to meet certain requirements can trigger repayment obligations. The policy design is meant to discourage automation that produces savings only by reducing payroll. Its stated logic is that fewer labor hours should generate more value, part of which should return to workers.
There is still a long distance between a plan and that result. After selection, the business submits its formal grant application. Only after the grant decision may it proceed with eligible contracts and orders. It then installs the equipment, reports the completed work and eligible spending, and undergoes a determination of the final grant amount. Effect reporting continues afterward.

Six rounds, 7,684 selections—and the harder measurement still ahead
Across the first six General Type rounds, the program received 11,720 applications and selected 7,684 businesses. The cumulative selection rate was about 65.6%, according to a Japan.co.jp tally of the official round-by-round results.

Selection totals show demand for the program, not its economic return. The meaningful measures come later: output, overtime, injuries, staff retention, payroll and the revenue created with the hours released. The anonymized examples and aggregate industry data provide a useful view of what businesses hope to do, but not enough information to compare each forecast with the eventual result.
Labor shortages will not disappear when one machine arrives. But equipment can remove a person from a dangerously hot container, reduce the lifting of heavy material, keep a machining center working overnight or free a food-business employee to develop a product. In that sense, the machine is not merely replacing labor. It is attempting to buy back time.
The 1,176 selections are the beginning of that test, not the answer. The public-interest question is what each business does with the time after it gets it back.
